Internet Blocking - Netzssperren

The Swiss parliament discusses a new law on gambling, especially with the newer extensions on on-line gambling. The current version of that is available at Bundesamt für Justiz BJ, Geldspielgesetz.

One of the major current criticism raised was on the request to install on the Internet Service Provider side within Switzerland Internet Blocking, which is considered to be effective and useful at the current debate.

Prof. Dr. Florent Thouvenin, Rechtswissenschaftliches Institut der Universität Zürich und Prof. Dr. Burkhard Stiller, Institut für Information der Universität Zürich stated in an expert opinion and public report (in German) that the effectiveness of Internet Blocking is questionable, though, technically partially possible, and that the Swiss legal system may suffer damage. Thus, this report is available on-line since October 10, 2016.

In that context, ParlDigi arranged on December 14, 2016 in the Federal Palace of Switzerland (Bundeshaus) the for an Open Hearing on "Netzssperren im Kontext des Spielbankengesetzes". The presentation of three introductory statements followed by two pro and two con statements (in German) are now available on-line as an on-line report with an embedded media-stream and PDF slides.
